Is the Ministry of Environment’s New “shelter” a breeding shelter to provide “kittens and puppies” for Radiation Researchers to use like other breeding facilities do? The proposal for this facility did say “business management and breeding.”

The proposal from MOE: “Protecting pets in the area of disaster warning, Fukushima Prefecture Heisei 24 fiscal yearthat business is “business management and breeding. “ This specification of the Ministry of the Environment : the purpose of the business deals with the Second generation of dogs and cats in the warning area. This spring and summer would see an increase in their breeding. This will impact any residents that would return to these areas.  (It also provides a great excuse to collect dogs and cats that are “unwanted”.  When written in this manner, it shows that the Ministry of Environment is “performing a public service” by helping the returning residents.”

Maybe the Japanese Ministry of Environment would like to have its own breeding facility to provide ” lab specimens” for Radiation Research/Decontamination Studies.  The shelter that will house up to 200 cats and dogs is a private facility.  It will have a staff to manage the office and shelter.  The animals will have 10 animal husbandry workers to care for them.  And, there will be a veterinarian that will be hired for this shelter.  They are calling this a “temporary” shelter based on funding.  So far, the funds that have been provided are 97,551,000.00 JPY  or  1,227,838.29 USD from the OFFICE of RECONSTRUCTION.   This will also pay for the company running this facility, to pay their people (per diem) to capture wandering pets and to go to the exclusion zone for “research and monitoring habitat status (about 7 days of study time) at least five (5) times a year.”  The captured pet will be placed in the “temporary” shelter with the “purpose of managing the breeding of the animals.”  Also included is the internal measuring of radiation contamination of the animals. They will also pay the business expenses of 6 experts from Tokyo to come and “visit” the shelter.  No mention of who they consider “expert”.  However, if the animals are being bred, like the cattle, to monitor “radiation” contamination, their offspring can be sold to “radiation/decontamination researchers”.  The shelter can only house 200 animals, how many offspring are generated by 1 dog/cat?

It would be of no surprise to find that this is what the Ministry of Environment also would like to get into the money-making part of the nuclear tragedy.  They have already awarded grants for cesium research in cattle.  Why would they stop at just cattle? Radiation/Decontamination Researchers would not just stop at studying offspring of cattle and other livestock. With this shelter, they would be able to have a steady stream of kittens and puppies to study.  Another big win for the people who support Radiation/Decontamination Research Studies and for the Researchers.  Screw the animals, they were just in the way of the residents that were returning to the area that they had evacuated.  And, as the Politicians and Researchers have said in reference to the cattle, better to get some use from the animals than just kill them.  Remember: THIS WAY THEY CAN LIVE.

For example, maybe the Ministry of Environment would like to have a facility like this:
