This is a request for a complete review of the Japan Veterinary Medical Associations distribution of funds that were collected for the Tohoku Kanto Earthquake animal rescue activities.  All funds were collected under the premise of “supporting activities for veterinarians and animals in afflicted area.”  When our Coalition sent a letter to the Japan Veterinary Medical Association requesting information about how those funds were distributed a new letter that was not what was posted on International sites has been posted.

This letter clearly states that the money is for supporting activities for veterinarians and animals in the afflicted area, as in food delivery, water delivery, supplies to help the animals. 
However, now on the Japan Veterinary Medical Association site is a different letter with a reference to “how the collected donation money” will be distributed.  This Code of Monetary Donation for “Tohoku Higashi-Kanto Great Earthquake and Tsunami” Animal Rescue Activities was not part of the original letter or the World Veterinary Association would have included it.  In fact, the message on the Japan Veterinary Medical Association’s site is a new message, not the original.
Message now on the Japan Veterinary Medical Association’s Web site and in ENGLISH is another version along with this:  Code of Monetary Donation for “Tohoku Higashi-Kanto Great Earthquake and Tsunami” Animal Rescue Activities. (It wasn’t there before.)

I’d like to offer my deepest condolences to victims of “Tohoku Higashi-Kanto Great Earthquake and Tsunami”, the greatest catastrophe. I hope that prompt recovery of lifelines and health of the peoples in afflicted area.
Under the collaboration of authority of prefectures, cities and towns and assistance of communities and companies, some veterinarians and veterinary associations launch animal rescue activities in disaster area.

5 Use of the fund
The fund raised by “4 How to contribute and transfer your donation” will use for promotion of rescue activities for the animals afflicted by “Tohoku Higashi-Kanto Great Earthquake and Tsunami” and recovery of veterinary services in afflicted area. The allocation of the fund will be decided by Japan Veterinary Medical Association.

To make this worse:
The money that should have been used to support “relief” activities for disaster animals has been used in ways other than the way it was stated.  Total collected: 94,890,390 yen ($957,519).

Money was donated for Disaster animal relief activities support/ Disaster area animal rescue activities but no details are included. (14,000,000 yen or $141,270). Who received the money and why were they given the money.  Was the money donated to the different Disaster Headquarters that are run by “provincial” veterinary associations?
Money was donated for Support for regions outside the disaster area animal rescue activities/ animals temporary storage, etc. but no details of where and who received the money. (6,700,000 yen or ($67,600).  Was this money donated to various Veterinary clinics or hospitals that are housing “rescue animals”?
And, we have a strong objection to money that was donated to HELP the animals being used to “rebuild” animal hospitals.  The animal hospitals should be covered under their Insurance policies or by the same method as all the other citizens that have suffered damage from the disasters. (36,500,000 yen or $368,314).  This is not helping animals unless the rebuilt animal hospitals are treating disaster animals for FREE.  If this is the case, please let us know.
To post a message asking for donations on websites and then to have a different letter stating that the money will be used for “other” purposes is a dubious practice.  It is for this reason that we request that an investigation into the Japan Veterinary Medical Association’s distribution of the funds collected for “relief of animals”.  Money that was given to rebuild veterinary animal hospitals should either be returned and redirected to legitimate “animal relief activities’ OR those animal hospitals that received funds should be listed and the amounts listed with those facilities providing FREE medical treatment to anyone bringing in a “protected” disaster animal.  This should continue until the balance of money that was used to rebuild that particular facility has been matched, and no inflating the price of treatment.  Please provide resolution to this issue.

Also, we would like to know what is planned for the balance of 37,690,390 yen ($380,326).

PROMETHEUS TRAP a series about Villain Japanese Veterinarians that only Help Disaster Animals when Forced

If you are reading the Prometheus Trap series, you might be thinking “what great guys those vets are”. However, you might want to rethink that. Based on the last story:

“Alarmed by the wretched conditions at the pet shelter operated by Fukushima Prefecture, Jun Kawamata, a veterinarian, confronted Masatoshi Oshima, chief of the prefectural government’s food and sanitation hygiene division.”

“But the prefectural government didn’t allow volunteers to work at the shelter and had gone so far as to keep its location a secret.”

Isn’t that odd. The Headquarters for the Relief of Animals in Emergencies gave Fukushima prefecture animal first-aid headquarters 93,660,000 yen ($945,600). They gave the Fukushima Veterinary Medical Association 17,000,000 yen ($171,600). That is a total of 110,660,000 yen ($1,117,300).

(http://doubutsukyuen.org/main/index.php/about), it clearly states that the Fukushima Veterinary Medical Association is working with Fukushima Prefecture, the Ministry of Health and Welfare Food and Environmental Health Department. But, more importantly, it says the Fukushima Veterinary Medical Association is responsible for : Operation of the shelter.

This is clearly another case of trying to make the “veterinary medical associations” that took so much money donated to the relief of disaster animals, look like they have done so much for the animals.

The fact is that the veterinarians should have been responsible for the animals from the time they supposedly “rescued” them to the time they were placed in the shelter. Maybe if they had done this and had really worked with the animals, the shelter location would not have been such a mystery as the article claimed. The Veterinary Medical Association is responsible for running the shelter and collected all that money, why are they so surprised and outraged at the conditions that they were responsible to prevent.

Interesting how that BIG detail was left out of the article. I had recognized the name and just had to go through my records to find why I had remembered it. I am glad that I finally found it because it sure is good to be able to give Jun Kawamata the actual credit of his position so that people did not think of him as just a “veterinarian”.

It seems that a few Japanese individuals are getting upset with the Prometheus Trap articles. They point out that it is very two-faced for the veterinarians to try and blame the Fukushima Prefecture officials when they are the Veterinarians and were supposed to be working to help the animals.

More importantly, there are some that refer to the an news article that was done in June 2011 about the terrible conditions of the shelter (which is what probably motivated Jun Kawamata, mentioned in the Prometheus series as “a veterinarian” who is really the -Head of the Great East Japan Earthquake Disaster Animal Rescue Task Force of Fukushima Veterinary Medical to work on the new Fukushima animal shelter. The first “shelter” which was a warehouse was closed.)

This article/newsclip made many people angry about the conditions that were shown in which the rescued pets were being kept. There was a howl of outrage over the shelter’s handling of the animals and questions about where the money was that had been donated. Of course, at this point, there was a huge effort to create the second shelter and point out that the rescued animals were now safe in their “new” shelter. (Lots of interviews with veterinarians for those articles.)

However don’t bother looking for the article or the video news clip. They are “no longer found”.

The Prometheus Trap series should have been called the “Japan Veterinary Medical Association Propaganda Series”. The articles are not about the animals, they are about making the vets look good and to justify all the money that they have taken.

Request : Audit of the Funds Distributed by the Headquarters for the Relief of Animals in Emergencies

To The Prime Minister of Japan, the Board of Audit, Cabinet Office, Cabinet Legislation Bureau, Cabinet Secretariat, Ministry of the Environment, Ministry of Justice, Consumer Agency
Coalition of FB Sites for the Rescue of Animals in the Fukushima No-Go Zone formally requests an investigation into the distribution practices of the Headquarters for the Relief of Animals in Emergencies. There is no doubt that various organizations that received money cannot show how that money was spent on “RELIEF of DISASTER ANIMALS”.

The money was received and nothing can be shown that the money was used for the purpose that it was received. All organizations that received money from “charitable” distributions are responsible for accounting for how the money was used.  A review of many of these pages shows NOTHING.

Listed below are the some of the Organizations that our Coalition request audits. Valid use of charity money should be shown by these organizations, for the public to see, with invoices showing how and where money was spent for the relief of disaster animals.  Japanese Veterinarian Associations collected funds from the Headquarters for Relief of Animals in Emergencies and then collected again under the “guise” of their newly created “ Disaster Animal Rescue Headquarters.

If the donated money cannot be shown to have been used for the purpose that it was given, we request that charity money be returned, in full, to the Headquarters for the Relief of Animals in Emergencies and donated to NON-GOVERNMENT Associated Animal Relief Organizations to receive that are currently helping the Fukushima Left Behind Pets, cats and dogs. This is clearly an indication of “misappropriation” of funds. There are organizations on the distribution of funds list that have NEVER shown how the money was used to help “disaster” animals.  The same for donations of food and other animal relief items.  There has been nothing shown about what was received and where it went.  How is this being responsible for items that were donated to be used for a specific purpose?

The Government of Japan is responsible for showing exactly what was received, where the charitable money or goods went, and how they were used.   The Headquarters for the Relief of Animals in Emergencies was created by the Government to manage donated animal disaster funds and materials.  It has not done a very good job but it is still the responsibility of this Government to account for this.  It is not good policy for any government to receive materials and money for a disaster and then not show that the items were used for what they were given.  Please do an audit and make the funding public.
1. Iwate Prefecture disaster animal rescue headquarters was created March 22, 2011 by the Institute of Iwate
Prefecture Veterinary Medical Association.

a.)  Iwate Prefecture Veterinary Medical Association received a total of 4,500,000 yen ($45,436).
b.)  Iwate Prefecture Disaster Animal Rescue Headquarters created by the Iwate Prefecture Veterinary
Medical  Association received a total of 11,000,000 yen ($111,067).
c.)  A total of 15,500,000 yen ($156,500) received but no account of how the money was used.  The
Iwate Prefecture Veterinary Medical Association closed the Headquarters August 2011.

b.)  Miyagi Prefecture emergency disaster stricken animal rescue headquarters created by the Miyagi
Veterinary Medical Association received 42,000,000 yen ($424,000).
c.)  A total of 45,000,000 yen ($454,360) received but no account of how the money was used.  The
Miyagi Veterinary Medical Association closed the headquarters February 2012.

Medical Association.

a.)  Institute of Sendai Veterinary Medical Association received 1,500,000 yen ($15,100).
b.)  Sendai disaster animal rescue headquarter created by the Sendai Veterinary Medical Association
received 13,000,000 yen ($131,200).
c.)  A total of 14,500,000 yen ($146,000) received but no account of how money was used.  The
Sendai Veterinary  Medical Association closed this headquarters July 2011.

5.  Townships Receiving Charitable Funds: No information found for how money was used.

a.)  Fukushima Kawauchi village received 5,875,000 yen ($59,300).  No information found.
b.)  Tomioka town, Fukushima Prefecture received 9,530,000 yen ($96,200). No information found.
