Document from Japan Veterinary Medical Association : It discusses how radioactive isotopes, their effects, and how to decontaminate dogs and cats.  However, it is interesting to note the diagram of the dog with the information that needed to be filled out. This would make some people think about “research study” data.   Also, there is reference that if an animal is measured and exceeds a “certain level”, the animal should be taken to an animal hospital and other facilities for management.   It would be interesting to find out just how many animals were taken off to these facilities, how they were treated/decontaminated AND if they were ever released back.  No information as to whether any attempt was made to find an “owner”.   It is another cluster of Fukushima Left Behind Animals that may have just “disappeared” since for the most part, there were ONLY veterinarians doing the “government sanctioned rescues”.  Could be another reason that the number of protected dogs kept dropping.   Who knows what really was going on when the veterinarians were supposed to be “rescuing” Fukushima left behind dogs and cats.  No one else was there to see if what they captured was what was actually turned over to the shelter for care.  More importantly, this document is an OPEN ACKNOWLEDGEMENT of the damage that radioactive isotopes does to both humans and animals.   Thus, the question remains: Why haven’t all the Fukushima Left Behind Animals been removed since they should be protected under Japan’s Animal Welfare Act.

Monetary Donation for “Tohoku Higashi-Kanto Great Earthquake and Tsunami” Animal Rescue Activities
I’d like to offer my deepest condolences to victims of “Tohoku Higashi-Kanto Great Earthquake and Tsunami”, the greatest catastrophe. I hope that prompt recovery of lifelines and health of the peoples in afflicted area.
Under the collaboration of authority of prefectures, cities and towns and assistance of communities and companies, some veterinarians and veterinary associations launch animal rescue activities in disaster area.
Japan Veterinary Medical Association thinks “Human-Animal Bond” is one of most important idea to assure safety and complacency for peoples life in our country. Based on our philosophy, we decide to support the smooth operation of the animal rescue activities and began to raise funds for supporting activities based on the “Code of Monetary Donation for “Tohoku Higashi-Kanto Great Earthquake and Tsunami” Animal Rescue Activities”

If you are reading the Prometheus Trap series, you might be thinking “what great guys those vets are”. However, you might want to rethink that. Based on the last story:

“Alarmed by the wretched conditions at the pet shelter operated by Fukushima Prefecture, Jun Kawamata, a veterinarian, confronted Masatoshi Oshima, chief of the prefectural government’s food and sanitation hygiene division.”

“But the prefectural government didn’t allow volunteers to work at the shelter and had gone so far as to keep its location a secret.”

Isn’t that odd. The Headquarters for the Relief of Animals in Emergencies gave Fukushima prefecture animal first-aid headquarters 93,660,000 yen ($945,600). They gave the Fukushima Veterinary Medical Association 17,000,000 yen ($171,600). That is a total of 110,660,000 yen ($1,117,300).

(http://doubutsukyuen.org/main/index.php/about), it clearly states that the Fukushima Veterinary Medical Association is working with Fukushima Prefecture, the Ministry of Health and Welfare Food and Environmental Health Department. But, more importantly, it says the Fukushima Veterinary Medical Association is responsible for : Operation of the shelter.

This is clearly another case of trying to make the “veterinary medical associations” that took so much money donated to the relief of disaster animals, look like they have done so much for the animals.

The fact is that the veterinarians should have been responsible for the animals from the time they supposedly “rescued” them to the time they were placed in the shelter. Maybe if they had done this and had really worked with the animals, the shelter location would not have been such a mystery as the article claimed. The Veterinary Medical Association is responsible for running the shelter and collected all that money, why are they so surprised and outraged at the conditions that they were responsible to prevent.

Interesting how that BIG detail was left out of the article. I had recognized the name and just had to go through my records to find why I had remembered it. I am glad that I finally found it because it sure is good to be able to give Jun Kawamata the actual credit of his position so that people did not think of him as just a “veterinarian”.

$6 million+ used by the Government of Japan to help “veterinarians” retain skills that might be lost from the livestock deaths….. Given MAY 2, 2011. But nothing about pet disaster relief.

“Support training to maintain skills and smooth processing of livestock died in the disaster area, veterinarians and related industry workers and recovery efforts [stricken livestock smooth processing and related industries support projects: 649 million yen or $6,552,953.”

*(Please notice the Japanese Veterinarians are again benefitting by this money and it was not to help the surviving livestock by giving them food or water.)

There was nothing about Fukushima Disaster Animals/ Fukushima Left Behind Animals.

In reference to the “distribution” of Japanese animal disaster relief funds by the Headquarters for the Relief of Animals in Emergencies to certain organizations, the only word that seems fit to be used is “misappropriation”.

misappropriation n. the intentional, illegal use of the property or funds of another person for one’s own use or other unauthorized purpose, particularly by a public official, a trustee of a trust, or by any person with a responsibility to care for and protect another’s assets (a fiduciary duty).

The Donations that the Headquarters for the Relief of Animals in Emergencies were for a specific purpose. There is more than one recipient of those funds that cannot be justified based on “for what those funds were raised”. There are donations that are made with “government is involved with implementing” or “organizations which carry out other activities in conjunction with government”. What “other activities” are they referring to?? There is no explanation.

These funds were NOT the “piggy bank” for the Japanese Government officials, this includes those appointed to oversee the Headquarters for the Relief of Animals in Emergencies, to use at their “whim”. They were funds for Japanese disaster animals. Many of us had PETS in mind when we contributed.

When you think of funds that were donated for the use of disaster animal relief, would you consider giving money to the “Japanese Society for Applied Animal Behaviour” as money being used to help disaster animals? The Headquarters for the Relief of Animals in Emergencies gave them 7,500,000 yen or $76,545. A check of their website does not show any “relief” work for the Fukushima disaster animals.
