Did Naoto Matsumura, Guardian of Tomioka and receiver of all those donations, help this dog in Tomioka?

In December in TOMIOKA, Naoto Matsumura’s town, this was taken on an automated video camera. Not sure if the dog was rescued, but maybe Naoto Matsurmura, the man that was supposed to be feeding ALL the animals in TOMIOKA can tell us about this dog. He has been referred to as the “Buddha of Tomioka” and he has been Collecting all that money to help THESE animals, that is, before he decided that he ONLY wanted to help the cattle. Cattle given to the Sosei Water Testing Company and the Japan Veterinary Medical Association by the CITY OF TOMIOKA.
