The Headquarters for the Relief of Animals in Emergencies charitable fund distributions were CONTROLLED by the Japan Veterinary Medical Association, according tohttps://seo.lin.gr.jp/nichiju/suf/topics/2011/20110621_03.pdf****. This means that if there were no traps available, that would be the fault of the Japan Veterinary Medical Association since they were in charge of “Notification, coordination, and liaison” with all members and issues involved with rescuing the disaster animals.

Mentioned in the other Prometheus Trap article, Jun Kawamata, Head of the Great East Japan Earthquake Disaster Animal Rescue Task Force of Fukushima Veterinary Medical, also should have been addressing any issues involving the Fukushima Left Behind Animals. The Fukushima Veterinary Medical Association received 17,000,000 yen or ($171,600) from the Headquarters for the Relief of Animals in Emergencies donated money fund. Surely, they could have purchased a few traps with the money or maybe borrow a few traps if they didn’t want to spend the money.

Although they would like to point out that this was the fault of the Ministry of the Environment, the Ministry of Environment’s page refers people to the Headquarters for the Relief of Animals in Emergencies. As mentioned earlier, the Japan Veterinary Medical Association had the “Schematic of the stricken animal rescue activities pertaining to East Japan earthquake” showing that they were responsible for Notification, Coordination, and Liaison.

They mention “local government employees”, they are referring to the local government employees like Takeshi Ono, chief veterinary technician at the Fukushima prefectural government. And, it can be assumed that where there is a veterinary technician, there are veterinarians. (A try at absolving veterinarians from GUILT.)

And,

“The Environment Ministry recruited vets willing to take part in the rescue mission and compiled a list of more than 150 potential participants.

But the number of vets who actually took part in the operation was less than 20, including Watanabe. A majority of the vets on the list were never contacted.

Watanabe now wonders if the ministry was really serious about seeking the assistance of these vets.”

Watanabe should have asked the President of the Japan Veterinary Medical Association not the ministry about why only 20 vets were contacted. Again, the Japan Veterinary Medical Association, according to the diagram, were the Notification, Coordination, and Liaison people.

So, the real question is why the Japan Veterinary Medical Association did not buy traps to help catch and protect pets and why they did not seek the assistance of MORE vets. Many of the “veterinary Associations received enough money from the Headquarters for the Relief of Animals in Emergencies donation fund to have participated, although, there may have been a few that were busy rebuilding their clinics/hospitals with donated funds that were collected via the Japan Veterinary Medical Association separtely collected donation fund for the relief of disaster animals. Why the Government of Japan’s Reconstruction effort for Fukushima will fail.

Dear Mr. Prime Minister,

 

Having read much of what you have said about the Reconstruction plan for the radiation contaminated areas, and seeing the revised areas that are now safe, it would seem that if the evacuated residents of these areas had confidence in what the Government of Japan is saying, more evacuees would be moving back to try and “reclaim” their former lives.   However, it does not seem to be happening.  There exists doubts about what is being said about it being safe to come back and live.

 

 

Maybe being so close to the situation, it is hard for you to see why this plan is failing.  However, it is not hard for others to see.  The mistake was when you granted the “researchers” access to all the long term radiation monitoring in the areas that are now restricted.  And, the announcements were made by those scientists and published in the newspapers.  When you did this, you actually created a conflict between what the Government was saying is safe and what the scientists are publishing.   Every one of those evacuees is very familiar by now with the Chernobyl studies.  They have seen the photos of the children that were effected by exposure to radiation.

 

 

Now, you have your own group of scientists and foreign scientists that are publishing studies showing mutations in butterflies, changes in birds, cattle that are contaminated from eating grass, chickens that are contaminated from feeding off the soil.  Since you have a huge area of contaminated area, in the middle of where you would have evacuees come back to live, and with common sense telling them that you cannot keep contaminated dirt from blowing out of that area and what they have read from those published radiation research studies by your own scientists and more “long term” studies planned, why would any one want to move back to live in those areas?

 

 

It is the case of trying to have it both ways.  What the Government says is defeated by what your scientists that are being funded by your Government and who are publishing studies about contamination of animals.  Since people are more apt to believe a scientist over a politician, you will not be able to convince people that the area is safe. Adding to that will be the animals that the 2 prior Prime Ministers foolishly allowed to remain, possibly under the advice of the Ministry of Environment who was following the advice of the President of the Japan Veterinary Medical Association that will start to die and convince even more people.  It is why those animals needed to be removed, not left for the purposes of “planned studies”.

 

 

There is no mystery why people are not willing to move back.  Those studies that you funded have done their damage.  When radiation researchers began publishing about contamination and mutations in Fukushima organisms, it made the impact that you did not want to happen, it showed people that if it was not safe for the animals, it was not safe for them.  And, with each study that is published showing contamination of animals and mutations of genes, the more convinced the evacuees will be that there is nothing safe about moving back.

 

 

Our Coalition again asks you to remove the remaining pet animals, dogs, both chained and free, and the cats from these areas.  Once they start to die and are shown to be from radiation contamination, there will be no one that will be convinced that it is safe to live there, even if it is “low” level radiation contamination.

 

 

Please remove the pet animals.  Please do not leave them to get sicker.  Please give control of the rescue of these animals to actual rescue groups that do not have ulterior motives like the Japan Veterinary Medical Association has. Give them the funding needed to do this properly.   The Japan Veterinary Medical Association has caused you more damage than you know by their “published” studies.

330 people have requested that the Government of Japan’s rescue efforts continue so that they can find their missing pet. This is according to a report published by the Ministry of Environment, the ministry in charge of “Fukushima pet disaster management and rescue efforts.” However, to date, the Ministry of Environment has not helped the 330 pet owners and their search for their missing pets that they were forced to abandon by the Government of Japan’s evacuation orders. February 7, 2013
