It started out bad and has only gotten worse.  The Government of Japan continues to show that it is inept in its management of the Fukushima Nuclear Disaster.  A change in their Prime Minister did not  produce any tangible change in their management of this disaster. This can only be illustrated with the Japanese government’s first response after finding out about the Fukushima Daiichi Nuclear Plant accident.  And, the Government of Japan refusing any international assistance to manage this disaster, relying on TEPCO, the company that was responsible for the disaster, by falsifying safety records.

IMMEDIATELY after the earthquake and tsunami on March 11th that crippled reactors at the Fukushima Dai-ichi nuclear power plant, all but one of the devices to measure radioactive matter in the area were knocked out. So the authorities in Tokyo sent up a vehicle stuffed with gauges to assess how dangerous the leakage was. Bewilderingly, says Goshi Hosono, a politician recently appointed to oversee Tokyo Electric Power (TEPCO, the utility that runs the plant), the vehicle got stuck in traffic. It then ran out of petrol at a time when the tsunami had led to a nationwide shortage of fuel. Because of this, the government abandoned the mission. Later, the government declared the Fukushima incident to be on the same level of seriousness as the accident at Chernobyl 25 years ago. Yet it had taken what Mr Hosono says was seven to ten days before the government could get reliable data on the amount of radioactive matter pouring out. During that period it became clear that a partial meltdown had taken place in at least one of the six reactors.

The evacuation of the Fukushima citizens for their safety and the denial of pet owners to evacuate with their pets.  Despite news agencies reporting:

When nuclear disaster struck Fukushima, Japanese officials had no contingency plan for evacuating animals. People were forced to leave quickly, and ordered to leave their animals behind. For the first few weeks, residents and rescuers were allowed to enter the evacuation zone at their own risk to provide care for animals, but they could not bring any animals out of the zone.

This was not the case:  There were guidelines in place but the Government officials despite all the plans and practicing of disaster situations, failed to follow the guidelines.

The Government of Japan rid itself of one Prime Minister that they felt was not effective in his management of the nuclear disaster.  The ruling party politicians subsequently replace him with a member of the removed prime minister’s cabinet. And, the new Prime Minister is from Finance.  The Ministers that would have vital roles in handling the nuclear disaster and subsequent problems were retained, even though they were part of the old Prime Minister’s cabinet that lost the confidence of the people.

Post-disaster reconstruction minister Tatsuo Hirano and nuclear crisis minister Goshi Hosono retained their posts. Hosono also serves as environment minister.

Former vice health and welfare minister Yoko Komiyama is the health and welfare minister. Agriculture minister Michihiko Kano retained his post. The party’s former Diet affairs chief Yoshio Hachiro is the trade and industry minister.

The failure by Prime Ministers, the old and the new, to name Cabinet ministers that were competent to handle this nuclear crisis, instead of the current Ministers, has resulted in the disaster expanding and not being adequately managed.   The special Nuclear Law that the Diet passed could have also made accommodation to have nuclear scientists that were not party members take the Ministry positions.  However, protection of their power base was more important than the safety of their citizens.

The issues that have been addressed to the satisfaction of the citizens of Japan regarding the Fukushima Nuclear Crisis are none.  The radiation is still spreading.  The debris is still there and accumulating.  The animals that were abandoned are either dead or denied rescue.

Japan’s science ministry says 8 per cent of the country’s surface area has been contaminated by radiation from the crippled Fukushima nuclear plant.

It says more than 30,000 square kilometres of the country has been blanketed by radioactive caesium.

The ministry says most of the contamination was caused by four large plumes of radiation spewed out by the Fukushima nuclear plant in the first two weeks after meltdowns.
